Hymn It's true but you can put WATER in. He will be able to walk on the water. No need to swim since General is not focus on navy force.

For units traversing water, simply have a locomotor with a SURFACE including WATER.
If you want the unit to swim-- you can animate it via ConditionState = OVER_WATER |
