Are you using Zero Hour or vanilla Generals? Because in Zero Hour you wouldn't have to add anything just use the GC_Chem_GLAInfantryTerrorist units which have a bigger poison OCL than normal Toxin Terrorists and are completely immune to poison.
If you are in vanilla Generals though and are adding poison OCLs to your Terrorists, make sure to give them HazmatHumanArmor to make them immune to poison though. Or better yet edit HazmatHumanArmor as well because if i recall corectly it's actually MORE vulnerable to most damage.

You're probably right. Although that could potentially make it too easy since you could just roll over all the zombies.
Me though I see Terrorists as a decent and fun substitute for zombies. Whether or not they are, it is still fun to hold out against wave after wave of Terrorists. XD
EDIT: Another idea for a type of zombie/terrorist is a giant one that turns into five more normal/poison zombies when it blows up. Or it turns into 10 when it successfuly detonates itself, but only turns into 5 if it's killed before it reaches its target.
