I think I used ocean but I'm not 100% sure.
The readme text file explains what you need to do.
1)Make a waypoint path along your coast line. Replace the waypoint name on the first waypoint with CoastStart1. For the last waypoint on the path, again replace the name this time using CoastEnd1.
If you are making more than one wave line, repeat naming each line or path a new number, i.e. CoastStart2, CoastEnd2.
2)Dump Map To File. This is found under File. Note if you have already dumped this map once before, remove the older copy.
3)Open Wakedit and click the import button. Browse to find your map file.
C/Program Files/EA Games/Command & Conquer Generals Zero Hour/Your Map Name
4)If you've correctly named the waypoints (CoastStart#) Each coast line will come up where you pick the style and direction. Try Ocean and pick the direction. Note the direction can be tricky. If waves are going the wrong way, delete the file you save to your map folder and repeat this step again.
5)Save As (your map name.wak) Note: As I recall, It tried to save the file with .map extension. It should be with the .wak extension.
Also note that you need to be playing above the minimal graphic setting to see waves.
