I am having a same problem as yours and no one answer me yet. It seems like if you export the model it's like a model losing it's alpha or opacity ability some how. Even in 3ds max I did put in the alpha channel and make it working correctly and even I put the alpha channel tga file into textures. Nothing can changed it.

But since AcidBrain can export my own modified version of Ranger stinger site. I believe he knows how to do it.

I wish he could tell me about this so I can play with my texture as well. The reason I changed my top wall fences to sandbag because of this problem.

I had the same problem when i started to make models, check This...:P
I only know how it works with gmax/renx, have no experience with 3ds studio.
You can set the transparency in the material editor, i use that checkerboard icon to enter the material editor in gmax/renx...

When the material editor is opened you have to create a new material and enter a name in the textarea

When the new material is created you can set the transparency, i use the fence as example, this has alpha blend transparency, more examples are in a link below, it's a matter of experimenting to figure out how it is done.
Vertex material tab:

Shader tab, here you set the alpha blend or additive or whatever transparency:

Textures tab, here you can load the texture you want and assign it to the object:

Here are settings for a lot of stuff...

Well 3ds max and renX have similar one and I am using transparency same as you and I can see a result in 3ds max but when export I can't see it in the game.

Do I need to replace something in the game file?

How did you solve the alpha channel in RenX?

Because as I see I am having problem with 3ds max for alpha channel.
