I only know how it works with gmax/renx, have no experience with 3ds studio.
You can set the transparency in the material editor, i use that checkerboard icon to enter the material editor in gmax/renx...
When the material editor is opened you have to create a new material and enter a name in the textarea
When the new material is created you can set the transparency, i use the fence as example, this has alpha blend transparency, more examples are in a link below, it's a matter of experimenting to figure out how it is done.
Vertex material tab:
Shader tab, here you set the alpha blend or additive or whatever transparency:
Textures tab, here you can load the texture you want and assign it to the object:
